The main caveat being that the backup pieces must be on disk. If you are using FRA you can (re)catalog the contents and then you will have all of the data in the repository. There are many backup related V$ views that contain the information needed for recovery one of which is V$BACKUP_PIECE. The backup info needed for recovery is in the control file as well as the catalog. You can easily recover from media failures without an RMAN recovery catalog as long as the backup occurred within the time specified by the init parameter CONTROL_FILE_RECORD_KEEP_TIME.
