In 11.03 you could run a concurrent request to close orders.  Another
example of a backwards step by oracle, making functionality more
complex.

Honestly, I have never understood Oracle's rationale for waiting until
the end of the month.  But, I don't think you can progress pass the
wait.  Generally, you can only progress "OE_STANDARD_WF.STANDARD_BLOCK"
steps in the workflow.

To eliminate the wait, replace the "Wait" step at the start of the
"Close - Order" process with a normal "Start" step (which is just a
no-op step with a special icon).  Now, "Close - Order" is a protected
process, so you can only customize it by copying it and using the copy
in your header workflows.  If you haven't already customized your header
workflows, you'll need to copy those too.

To add a step to require a manual close by the user, add a
"OE_STANDARD_WF.STANDARD_BLOCK" step between the "Close - Wait for Line"
step and the "Close" step.  Name the step something nice, like "Close -
Eligible", since the users will see it online.  Users will be able to
manually close the header by progressing it.

Not via the sales order form.

Options include:
Modify the workflow to shorten the initial wait.
Create a personalization to "progress" the order header past the initial
wait status.

manually for which all the order lines are already closed.
