Seeded, the functionality works like this.

Upon booking of a sales order, the order header workflow launches the
individual line workflows and then waits until the first order line
closes.
When the first order line closes, it tells the order header workflow to
continue on to the close process.
The order workflow then waits until the last day of the month.
Workflow will then attempt to close the order each day 
The order will be checked to see if all order lines are closed or if the
order is still on hold. If so, WF will wait one day and try again.
Otherwise, the order header will be closed.
